“A city that flourishes whilst being carbon neutral”
Short description
Being carbon neutral doesn’t need to involve a reduction of human or social wellbeing.
Green growth, wisely directed, can uplift the IHSF.
The city should accelerate taking extensive advantage of next generation green technologies as well as synthetic biological and other means to reclaim and recycle useful materials from “waste”.
In this way, buildings and transport systems will provide higher qualities of life at the same time as avoiding any net negative impact on the environment.
The city will be an active champion of the circular economy.

Discussion
Perhaps the term “carbon neutral” in the headline should be changed to “environmentally positive”?
